E00072 – Director of Outpatient Services
Position Overview: The Site-Director of Outpatient Substance Use Disorder (SUD) Services is responsible for the development and implementation of RCA’s outpatient SUD services in Pennsylvania. Oversees all aspects of all the outpatient SUD facilities, provides clinical supervision & training to the Outpatient SUD team, troubleshoots, and solves clinical problems, manages all aspects of the outpatient SUD service line staffing ratios, supervision, hiring, discipline, budgeting, strategic planning, growth, clinical programming, adherence to regulations, inspections, and clinical pertinence. Visits outpatient sites on regular basis and assists in start-up at each outpatient site when applicable.
- Oversees all aspects of all the outpatient SUD facilities (PHP, IOP, GOP) and drives the implementation of outpatient SUD services care model
- Responsible for day-to-day operations, budget, staff supervision, quality of care, and quality of programming.
- Directs oversight of census (staff ratios) within assigned area, including ensuring adequate leads and/or direction where appropriate; advises the Head of the Outpatient Service Line regarding facility status
- Contribute to the development and implementation of Policies and Procedures relating to clinical and administrative operations
- Ensure patient records are maintained in keeping with professional standards of practice and ensure compliance with client charting and billing completion, timeliness requirements, auditing, and compliance standards.
- Participate in budget planning and oversight, including monitoring of goals, productivity and objectives, and programmatic spending to ensure financial stability and ensuring site meets census/budgetary requirements based on unit model.
- Manage and monitor internal and external referrals and relationships with referents; collaborate with Clinical Service Liaison on marketing initiatives and referral growth
- Attend and facilitate regular collaborative team meetings to discuss both client issues and team collaboration issues; provide ongoing supervision and training to site staff
- Handle employee relations and staff development through group and individual supervision and management.
- Completes 22 units of billing per week by providing assessment, planning, and treatment for clients in the program
- Assists in start-up at each outpatient SUD site being overseen and visits sites on a regular basis as growth and expansion occur
Education and Experience:
- A Master’s degree in Social Work, Mental Health, Addictions, Psychology or related field.
- License to practice independently required (LPC, LCSW), credentialed with commercial payors a plus.
- 5+ years’ post degree experience in an outpatient SUD environment with at least 2 years’ experience in a clinical supervision, management, and administrative capacity.
- Ability to demonstrate a high degree of clinical knowledge and competence as well as management/business skills and knowledge of community-based behavioral health services.
- Must have a proven background of success in program development, physician engagement, and business growth
- Must have experience managing multi-clinical programs and marketing

Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. The noise level in the work environment is usually moderate.
Physical Demands: While performing the duties of this position, the employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle or feel objects, tools or controls. The employee is occasionally required to stand; walk; sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move objects up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision and the ability to adjust focus.
Travel: Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.
